As the Chairman of the High Judicial Council, allow me to greet you and thank you for the interest you show in the activity of our institution. The High Judicial Council, as one of the most important institutions produced by the justice reform, has as its main mission the guarantee of the functionality of the justice system in a fair, independent, professional manner and oriented towards an open, accountable and efficient service, which together with the public trust, supports the development of sustainable and effective reforms in the judicial system.
One of our main priorities is to maintain the highest professional and ethical standards in the judiciary. The independence of judges is the foundation of impartial justice, and we work every day to ensure that our judges have the integrity necessary to make fair decisions uninfluenced by external factors. The integrity and independence of the judiciary are at the focus of our mission to build a just and equal society.
In this context, collegiality and cooperation within the judicial system, with other justice institutions and international partners are cornerstones for our shared success. Only through a spirit of cooperation can we achieve the reform objectives and meet the expectations of citizens for a justice system that serves their interests in the best possible way.

Albania is implementing a deep reform of the justice system, ensuring that the legislation is coherent and that the institutions of the justice system work with high performance, that there is a separation of powers and that everyone is treated fairly and equally before the law. The comprehensive constitutional and legislative reform was designed to strengthen the integrity and governance of the judiciary in the country.
In August 2016, constitutional amendments paved the way for this reform. The Assembly adopted a legal package that enabled the establishment of a new constitutional structure – the High Judicial Council. The Council was established to oversee these changes and to ensure a better functioning of the judiciary in Albania.
The HJC is committed to guaranteeing an independent, impartial, transparent and efficient judiciary that enjoys the trust of the public and that supports the country’s development and its integration into the European Union.
Some of the main functions of the High Judicial Council are the approval and implementation of the strategic plan for the judicial system and reporting to the Assembly on its status. It is responsible for approving the standards of judicial ethics, the rules of conduct of judges and overseeing their observance. The Council appoints judges and is responsible for career development and discipline. It proposes candidates for the High Court to the President of the Republic. The Council ensures the proper functioning of judicial administration services and human resources in the courts. It drafts the annual budget and is responsible for overseeing expenditures. In exercising its functions, the Council issues acts, which are published on this website in the Decisions section by type of act.
